Uzbek law is public: the statutes are published on the state portal lex.uz and anyone may read them. But there is a gap between "the text is available" and "the person understands what to do". You need to know which code to open, which version is in force today, how an article reads together with its neighbours, and what follows from it in your particular situation.

Normally a lawyer closes that gap — for money and time that people in trouble rarely have.
